1) FORMALITIES FOR PARTECIPATION
The Committes Promoter has invited the Societies which are able to take part to the Tournament. The Italian athletes are obliged to be registered to the F.I.B.S. for the present year. The athletes of foreign teams are obliged to be registered to the respective Baseball National Federations for the present year. The foreign teams are obliged to be authorized by respective Baseball National federation.
The Tournament is confined to MINIBASEBALL, RAGAZZI BASEBALL, RAGAZZE SOFTBALL e CADETTI BASEBALL.
Ø In the MINIBASEBALL Cathegory will be play athletes born in 1999-2000-2001-2002;
Ø In the RAGAZZI BASEBALL Cathegory will be play athletes born in 1996-1997-1998-1999;
Ø In the RAGAZZE SOFTBALL Cathegory will be play athletes born in 1996-1997-1998-1999;
Ø In the CADETTI Cathegory will be play athletes born in 1992-1993-1994-1995.
Each single athlete will be able to play in one only Cathegory.
In the MINIBASEBALL Cathegory may play also teams composed by boys and girl without containments.
In the RAGAZZI BASEBALL Cathegory may play teams composed by boys and girls, however no more than 4 girls are allowed playing contemporarily.
In the RAGAZZE SOFTBALL Cathegory may play teams composed by boys and girls, however no more than 4 boys are allowed playing contemporarily.
In the CADETTI BASEBALL Cathegory may play teams composed only by boys.
The participating teams must give the list of athletes, divided in Cathegories, and the same can't be changed during the all Tournament.
The Committee Promoter invites all teams to produce athlete's identity papers before the beginning of the Tournament; identity papers will be examined and age limit will be controlled.
All participating teams must leave to Committee Promoter, before the beginning of the games, A DOZEN baseball balls, and the said Committee will supply the necessary balls for the unwinding of the games.
2) GAMES
Rules for play are in accordance with F.I.B.S. "Technical Regulation" for RAGAZZI and CADETTI Categories, with the exception of:
a) The games will be disputed in 5 (FIVE) innings limit for MINIBASEBALL Cathegory, 6 (SIX) innings limit fot RAGAZZI BASEBALL Cathegory and RAGAZZE SOFTBALL Cathegory and 7 (SEVEN) innings limit for CADETTI BASEBALL Cathegory. With exception for the Final Game for 1°-2° place, games will have duration of 1 hour and 30 minutes with complete inning; a new inning will not begin if 1 hour and 15 minutes is already spent.
b) During the attack of every inning cannot be scored more than 6 (SIX) runs both in the MINIBASEBALL Cathegory, RAGAZZI BASEBALL Cathegory e RAGAZZE SOFBALL Cathegory and in the CADETTI BASEBALL Cathegory. Every time the sixth run has been scored, the attack of the inning ends immediately, for all the Cathegories.
c) In the final games from 11°-12° to the 3°-4° score, in case that at the last inning the home team has more than 6 (SIX) runs handicap and so it can not take the lead (in view of the rule present in the point B precedent) the game will be considered finished for organization reasons.
d) In the MINIBASEBALL Cathegory the final game for 1st and 2nd score will be disputed in 5 (five) innings limit or it will have a duration of 1 hour and 30 minutes at most.
e) In the RAGAZZI BASEBALL Cathegory and RAGAZZE SOFTBALL Cathegory the final game for 1st and 2nd score will be disputed in 6 (six) innings limit or it will have a duration of 2 (two) hours at most.
f) In the CADETTI BASEBALL Cathegory the final game for 1st and 2nd score will be disputed in 6 (six) innings limit or it will have a duration of 2 (two) hours at most.
g) The team that will arrive on the playing field with more than 15 minutes of delay after the official beginning time of the game, without any justified reason, will be given lost game with the result of 6-0 for MINIBASEBALL Cathegory, RAGAZZI BASEBALL Cathegory and RAGAZZE SOFTBALL Cathegory; with the result of 7-0 for the CADETTI Cathegory.
h) A player, once substituted during the game or when he is gone out of the field, will not be allowed to enter again during the same game.
i) The players substitutions must be communicated to the official scorer, while the inner changes must be communicated only if they regard the pitcher.
j) For the MINIBASEBALL Cathegory, RAGAZZI BASEBALL Cathegory e RAGAZZE SOFTBALL Cathegory it is absolutely forbidden the use of shoes with metal spikes.
3) PITCHERS AND CATCHERS
In the MINIBASEBALL Cathegory the pitches will do by the Manager/Coach of the attack team. In the RAGAZZI BASEBALL Cathegory and RAGAZZE SOFBALL Cathegory during the whole Tournament, each pitcher can't pitch more than 9 (NINE) overall innings, and no more than 3 (THREE) innings for day. An inning will be considered pitched, even if the pitcher has pitched just one pitch.
In the CADETTI BASEBALL Cathegory during the whole Tournament, each pitcher can't pitch more than 10 (TEN) overall innings, and no more than 4 (FOUR) innings for day. An inning will be considered pitched, even if the pitcher has pitched just one pitch.
For MINIBASEBALL Cathegory, RAGAZZI BASEBALL Cathegory and RAGAZZE SOFTBALL Cathegory every catcher can be play in this role no more than 3 (THREE) innings for game.
For all the cathegories the catchers have no limits of inning to catch.
4) HOME TEAM
The Committee Promoter, before the beginning of the Tournament will prepare the game list and designes the "home teams" (which will begin the game in defensive position) for the qualification phase and phase of semifinal. In the final games will be drawn the lots to design the "home team". The “home team” shall enter the 1st base dug-out.
5) RESULTS RECKONING
a) In the qualification phase, if, at expired time, the teams are on parity, will be given one point to each team (2 points to winning team, 0 points to beaten team).
b) At the end of qualification phase, if two or more teams of the same Tournament group will be at the same score, the classification will be determined as follows:
1. It will be given advantage to the team that won the larger number of direct games
2. In case of persisting draw, it will be considered the total number of points suffered during all previous games, giving advantage to the team who will have less suffered points.
3. In case of persisting draw, it will be considered the total number of points realized during all previous games, giving advantage to the team who will have more realized points.
4. In case of persisting draw the classification will be determined considering the number of players left in 3rd base, 2nd base and 1st base, referring to all games of the qualification phase.
5. In the case of persisting draw, the drawing of lots will be performed.
c) In the phase of semifinal there can't be parity, but, in the case of draw, will played maximum two extra-innings.
1. in the case of persisting draw the team who have more athletes in 3rd base, 2nd base and 1st base, will win the game.
2. In the case of persisting draw, the drawing of lots will be performed.
6) UMPIRES
All games will be directed by federal referees. In case the official referees of the FIBS will not be present at the beginning of the game, the Committee Promoter will supply other competent person. Every decision and or judgement of the referees is irrevocable: referees have the complete control of games. It will not be admitted any technical protest. Only the violation of rules concerning pitchers will give the victory of the game to the opposing team.
7) PEOPLE WHO ARE ALLOWED IN THE FIELD
people allowed in the field are following:
Ø 2 companions
Ø 2 managers/coaches (uniforms is obligatory)
Ø the players
Ø the Bat Boy
In case one of the persons allowed in the field has been sent off because of a referees decision, he is automatically sent off for the next game which directly regards him.
8) INTERRUPTION DUE TI MAJOR FORCE REASON
The interruption of games due to rain or other reasons, will be examined and considered at the moment by the Committee Promoter who will take decisions on spot.
9) RESONSABILITIES
The Committee Promoter declines any responsibilities for eventual incident that could happen before, during and after the unwinding of the Tournament.
10) CHANGES AND INTERPRETATION OF THE REGULATION
The Committee Promoter reserves the right to make changes at the present Regulation, if it will be necessary for major force reason. The Committee Promoter's President has the exclusive right to interpret this Regulation, if there will be contestations referred to this.
